Driver CPC Training

***Driver CPC - JAUPT Announcement***

Should you be involved in any aspect of Driver CPC please take a moment to read the following announcement from JAUPT regarding the unnecessary repetition of driver CPC training subjects.

Commercial Operator Training Solutions Ltd has designed this comprehensive set of Driver CPC, perfect for drivers and the busy operator.  Particular care and attention has been given to ensure that the modules have been designed to cover the entire syllabus contained within the European Training Directive 2003/59 EC.  Our courses have been designed by our Training Manager and are not ‘off the shelf’ or bought from a consortium.  They represent what our customers have asked for and they are purposefully not of a generic nature.

Who does the Driver CPC affect?

All professional drivers of lorries over 3.5 tonnes, buses, coaches and minibuses, unless they qualify for an exemption.

 
When does the legislation start?

For PSV drivers it started on 10th Sept 2008; for all LGV drivers the start date was 10th Sept 2009.

 
Does a driver need to start their Periodic Training in 2008 or 2009 or can they wait until 2013 or 2014?

Best practice to maximise efficient implementation of Driver CPC requirements would be to provide 7 hours training each year.  It is possible to provide 35 hours of training in 2014, however, this will involve operators taking their drivers off the road for a week at a time.

 
Will Driver CPC apply to foreign nationals?

Yes.  Driver CPC applies across all EU Member States therefore all of those drivers will be required to qualify and hold a Driver CPC in exactly the same way as UK drivers.

 
What is DVSA’s involvement?

DVSA is leading, on behalf of the Department for Transport, the implementation of the project.  As well as legislation, this involves establishing and implementing arrangements for training and testing for both the initial qualification and periodic training.

What type of training can count towards Periodic Training?

There is not a prescribed type of training; it may be classroom based or ‘in-vehicle’.  It can be whatever suits the needs of the driver at that time – but it has to be approved training, by an approved centre and be overseen by a trainer.

 
If a driver uses both PSV and LGV licences professionally, do they need to do two lots of 35 hrs periodic training every 5 years?

No.  The Directive states that the holder of a vocational licence for PSV/LGV need only complete a 35 hours course attendance in a 5 year period.

 
What processes will be in place to ensure that training centres offer good practice in the training that they provide to drivers/employers?

The Joint Approvals Unit for Periodic Training (JAUPT) will monitor good practice through the QA process and approval process.  Additionally, employers will be expecting to see benefits from the training and will drive good practice by choosing providers who give good value training.

 
What licence categories will Driver CPC affect?

C1, C, C+E, D1, D and D+E

M1 – Drivers’ Hours

This course has been specifically designed to provide the delegates with up-to-date knowledge of drivers’ hours regulations, the Working Time Directive and UK domestic rules.  This course also includes Tachograph demonstrations both via videos and practical training on our state of the art tachograph simulator.  Also included is graduated fixed penalties, driver CPC exemptions, drivers’ hours exemptions & a summary quiz.

This course is suitable for both LGV & PCV drivers.

 

M2 – Traffic Law

This course has been designed to update current knowledge of the key areas in traffic law for LGV drivers.  This includes Operator Licensing and the OCRS system, driver licensing & enforcement bodies, medical conditions & drink/drug limits.  This course has been updated to include the 2022 driving laws & highway code updates.  Additional elements cover vehicle weights & dimensions and concludes with an in-depth look into the daily vehicle walk around check.  This course is suitable for both LGV & PCV drivers.

 

M3 – Health & Safety and Safe Loading

This course has been designed to cover the major areas of health & safety and safe loading within the road haulage industry.  Topics covered include accident statistics, Health & Safety at Work Act 1974, PPE requirements, Manual Handling and other regulations including LOLER, PUWER, COSHH & RIDDOR.  The second half of the course covers safe loading of vehicles and load security techniques.  This Course is suitable for LGV drivers only.

 

M4 – First Aid

This course has been designed for a thorough overview of Emergency First Aid covering the required modules and is designed as an awareness course to help the participant react and deal with an emergency situation.  There are both practical and theory aspects to this course including CPR & wound dressing.  This course also covers the basic fundamentals of health and safety legislation like RIDDOR & The Health and Safety at Work Act 1974.

This course is suitable for both LGV & PCV.

 

M10 – Vulnerable Road Users

This course has been designed around giving delegates an in-depth knowledge of the various categories of vulnerable road users, road user habits, accident statistics and the associated costs.  Our instructors then review and discuss the highway code; this includes the new updates relating to the hierarchy of road users and changes to road users’ rights of way.  Ending with a look into road hazards and defensive driving.  This course is suitable for both LGV & PCV.

 

M13 – Driver and Operators Roles & Responsibilities

This new course has been designed to deliver an insight into the roles and responsibilities of both drivers and commercial vehicle operators.  We discuss the importance of driver’s health & diet, company image & employee behaviour.  Discuss the impact of fuel efficiency & eco driving and the importance of driver’s daily duties from the start of their shift to the end of the working day.  We finish the course with an in-depth look into equality & diversity and disability awareness which plays a vital role in delivering a positive image and consistent customer service.  This course is suitable for both LGV & PCV.
